Rezolv Energy has commissioned the first phase of the VIFOR wind farm in Buzău County, with an installed capacity of 192 MW. It is the largest wind project to enter operation in Romania in the past decade.
Phase 1 comprises 30 Vestas EnVentus V162 turbines, each with a capacity of 6.4 MW. The turbines feature 166-metre towers and 162-metre rotor diameters, with Vestas also acting as the engineering, procurement and construction partner.
VIFOR is expected to reach a total capacity of 461 MW once Phase 2 is completed in 2027, making it one of Europe’s largest onshore wind farms by capacity. Once fully operational, the project is expected to generate enough electricity to supply more than 270,000 households.
More than €620 million in financing
The development is backed by a significant financing package. Phase 1 secured up to €291 million from a consortium of eight financial institutions led by Erste Group, UniCredit Group and the European Bank for Reconstruction and Development.
The financing group also includes IFC, Intesa Sanpaolo Group, OTP Bank, Raiffeisen Bank International and Garanti BBVA Romania. Phase 2 has secured additional financing facilities of up to €331 million, bringing potential financing across the two phases to more than €620 million.
The project is also supported by six long-term corporate power purchase agreements signed with T-Mobile Czech Republic, Slovak Telekom, CE Colo Czech Republic, Bekaert, A2A and Etem Gestamp. Together, the agreements cover more than 350 GWh of renewable electricity per year.
Romania looks to restart large-scale wind development
Following rapid expansion between 2010 and 2015, the country’s installed wind capacity has remained at just over 3 GW. Romania’s National Energy and Climate Plan targets 7.3 GW of wind capacity by 2030.
For Rezolv Energy, VIFOR is the company’s second major project to enter operation in the region, following the commissioning in May 2026 of the 225 MW St. George solar park in Silistra, Bulgaria.
